Footage captures police brutality and depicts Black people being beaten, hosed, shot, and pinned to the ground by police. A montage of stop-and-frisk operations includes footage of a woman being held in a chokehold before being pinned down by two male police officers. A person is run down by a vehicle and dragged underneath briefly. In another scene, an elderly man is pushed onto the pavement by advancing police in an unprovoked attack, from which he suffered a fatal head injury; blood is briefly seen flowing from the man's ear. Photographs depict water-based methods of torture.
