BILLA 2 is a Tamil language action drama. The film is a prequel to BILLA, showing how David Billa built up his drug and arms dealing empire, becoming a feared underworld boss. It was classified '15' for strong bloody violence and a revenge theme.

There is strong violence throughout, including some sight of bloody injuries being inflicted. There is sight of various characters' throats being cut and a man's hand being chopped off with a machete. However, the stronger moments of violence are shown briefly. The BBFC's Guidelines at '15' state 'Violence may be strong but should not dwell on the infliction of pain or injury'.

This film also focuses on violence as a means of solving problems and there is little criticism of the main character's acts of revenge. The treatment of this theme is more appropriately classified at '15'.
