21 & OVER is a US comedy in which two young men take their friend out to celebrate his 21st birthday and have to get him back in time for an interview the following day.

The film contains frequent strong language ('f**k', 'motherf**ker'). There is also some milder bad language ('bitch', 'shit', 'bullshit', 'pussy', 'pissed', 'balls', frigging', 'asshole', 'Jesus Christ', 'goddamn'). Some discriminatory language occurs in scenes during which an uncouth man affectionately addresses two of his friends, using the terms 'f**king Jew' and 'tiny yellow son of a bitch'.

There are frequent strong sex references, including to masturbation and oral sex.

In one scene, a man removes a teddy bear that has been glued to his friend's penis. The man's penis is briefly stretched before the bear is snapped off. In one sequence, two men hide in a room in a sorority house, where they find two blindfolded female students in their nightclothes. The women are waiting for another woman who is supposed to be conducting a pledge 'initiation' ritual. Because the women believe the men to be part of the 'initiation', they invite the men to spank their buttocks with a wooden paddle. The women then kiss one another after being told to do so by the men. The women remain clothed throughout the scene and are angry after discovering they have been duped. In a later scene, the sorority students kidnap the two men and exact their revenge by paddling them on their exposed buttocks and forcing them to kiss each other. The men's buttocks are subsequently seen to be bruised. The nudity in the film is comic in nature rather than sexual.

There are scenes in which alcohol is drunk in bars and at parties. One man becomes so drunk that he exposes his buttocks, urinates on other bar customers, and vomits before passing out. There are also scenes in which a naked drunken man runs through the streets with his buttocks exposed, and a brief scene in which two young women expose their breasts at a party.

There is a scene of drug use in which two young men are seen smoking marijuana at a party, causing them to behave foolishly. There are also a number of verbal drug references, including to LSD and Ecstasy.

One character says that he has previously attempted suicide. He explains that this occurred during a traumatic period of his life and he has no intention of repeating it.

The film also contains some scenes of moderate violence, including a man elbowing another repeatedly in the chest and a man being struck in the face with a baseball bat.
