The Video Packaging Approval Scheme

As you are no doubt aware there is a voluntary scheme in place to ensure video packaging is acceptable. The BBFC administers this scheme on behalf of the Video Packaging Review Committee and has done since the inception of the scheme.

The scheme has built up a solid reputation for consistency and fairness over the years and we are keen to build upon this.

The BBFC has been looking at how all aspects of the classification and approval process can be made as efficient as possible, including the packaging scheme. After due consideration and consultation a small change to the process is to be made. In future the BBFC will undertake the approval of non-contentious packaging without automatically referring the material to the weekly VPRC meeting. This means that such material can be dealt with more speedily than before and there is no longer a requirement to meet a particular deadline for submission. If, however, there is any doubt at all about the acceptability of any material, it will continue to be referred to the committee.

Companies who are members of the scheme are advised to submit packaging as soon as they are able to as final classification of the associated work depends upon the packaging being approved.

Let me stress that the fundamental basis of the packaging approval scheme is very sound; there is a clear need for a process of self regulation and nothing described here is to be taken as any criticism of the policy underlying the scheme.

One point that must be emphasised is that where a company is a member of the VRPC scheme the final classification certificate will still be withheld until such time as the packaging is approved.
